This quest is given by Ferink in the Commonlands ( -299, -47, 56 ) after you complete the The Lovebirds' Roost quest.

You must speak to Amoora across the river. This will cause Bloodskull warriors to spawn. Kill them.

After vanquishing the orcs you should visit Jaharin, who is in the house next to Amoora.

Finally return to Ferink for your reward.

The orc spawn is a flip for either side of the river and they are double down arrows each time. I've attempted to finish the quest twice with my 18assassin and the first time they spawned over by Ferink himself, the second time it was over by Amoora; that is if you get them to spawn at all.
