After months of looking found him in the tower also. Thanks for the info.

After looking for several days up and down the road, in the ruins, and in the druid ring, I ended up finding nothing.

Unexpectedly, while doing another quest, I found the orc emissary in one of the Bloodskull Towers at -327,-47,540.

Ok I found the Orc Emmissary today Noreth East of the Druid ring so look there too.

Spent some time looking for him between the Ruins of Val'Marr and the Druid Ring, but nothing.

After that, found him roaming in the road in Loc +965, -45, +20.

Level 15 "an orc emissary" - soloed with my Level 13 Crusader with 20% HP left - an easy fight.

Went to that area and searched on a line between ruins and ring. No sign of Emissary. It was dark and rainy, perhaps he likes comfort,lol.
