The fish can now be found in +1106.74, -25.84,+879.17 right in the lake. The fish are roughly around 21 to 23 heroic. There are also shadowed servitors and shadowed rift watchers on the edge of the little pond.

This isn;'t accurate any more. You can attack those fish off the coast near the Watcher, but it won't let you kill one. It says merely "Not an enemy".

I'm guessing this is one of the new mods made since the DoF change and the quest hasn't caught up.
