As Kirerestaw says he is due west of the geyser, along the west wall of the zone. This geyser is nne of the npc quest camp.

The location listed above is wrong, I found him at loc -199, +1644.64, +282.52
If you look directly to the northeast from HIM, you will see the Western Spire.
If you look directly to the northeast from HIM, you will see the Western Spire.
He is up on a small cliff against the far west wall, almost due west of the geyser.
Also has the Tome Of Phantom Silhouette for monks which can also be bought at the encampment in this same zone.
