Formerly of Qeynos Hills. All the Emissaries of Shadowrest have been removed with the February 15, 2017 patch with Devin Traical in the Plane of Knowledge being the only one still available "should adventurers wish to visit Shadowrest and reminisce about the olden days".

In case you can't tell from the picture, he is located in front of the Western "rude individual" hut on the flatland near the Qeynos zoneline, up against the wall.
