I didn't see his loc listed anywhere, so here it is:

He's right down on the beach. If you look at the EQAtlas map of Cobalt Scar, he's right in the camp labeled "5".

For extra fun, add the following line to cobaltscar_1.txt, cobaltscar_2.txt, or cobaltscar_3.txt (found in the "maps" folder of your EverQuest folder) and you'll have a nice big red label for him added to your in-game map:

Just to help clear any questions up

1) Emerald Dragon Scale
2) Ulthork Tusk
3) FINE PLATE BREAST PLATE(Undyed, Regular size..Will say just fine plate...not medium, small, or large)

Turn in can be done with indifferent faction..
Make sure he talks to you, otherwise he may eat your scale up (i could be wrong if he requires faction, but dont' chance it!) I talked to Quarrgy first, so i'd recommend you do the same thing.

Also, Bought my scale for 2.5k, tusk for 75pp (only one in bazaar at the time ..over priced) and my FP breasplate for 100pp, but tipped the guy 30pp for excellent service speed)

Total price 2,705pp..Normal server price, 5k-6k for the bp..

I recommend you PURCHASE the scale, not the Emerald Dragon Tunic

Anyone ever read the Redwall series by Brian Jacques, (great books by the way), well obviously some of the developers have. This looks just like a Redwall Otter, and has a name characteristic of an otter in the Redwall saga as well!

Yep ive read most of them and i do agree. Its from the map of Redwall too. But we dont know which picture came first or if its just a quinkidink.

Otter and Ferrets are in fact related. They are both mustelids. The otter is sometimes called the water ferret.

This is the npc involved in the Emerald Scale Breast plate? could we be any more vague? i have a emerald scale off of wushi. I hear that is needed for the bp what else is needed? faction?

faction seems to be pretty easy to build with these guys You need the emerald dragon scale and this is what i used the fine plate bp this is the player made version. It has to be UNDYED! and an ulthork tusk. I did this quest with amiable faction you will need to kill ulthorks in eastern wastes to get the tusks. You can either stop once you get the tusk or keep killing them to raise the faction with the othmirs and to get 4 more ulthork tusks. They can be turned into chief Kelan at the middle othmir camp i believe. He gives you some sort of gem or jewelry for 4 of the tusks. I got a necklace from him that sold for 157 plat with a cha of 90 and a nice piece of faction.

How and why the **** does someone know this. It's pretty funny like i've read about people who just list the components to crack because someone said you must be on crack. Sorry if this is a stupid post but it's funny to read your bit of pretty much useless knowledge.
