The Putrid Assassin spawns in the group mission "Remove the Head and the Disease Will Die" (see this quest entry for information).
It hits for a max ~2,350 (backstabs for much higher) and doesn't cast any spells.

Does anyone happen to know where this mob spawns at? I have cleared every area several times and have yet to see this mob pop anywhere. I'm assuming it is probably from one of the roamers, but a room would be very helpful if someone could post please.

Actually, he spawns in the instanced version. I just saw him in Remove The Head And The Disease Will Die. He spawned in the "doctor" area behind the movable bookcase.
