Do you need to be ally with the Claws of VEshan to do this quest or is t possible to do with only warmly?

Quest armor in Velious cannot be had by killing the quest giver.Period,it has been done and tried.

One, it's already established that in Velious some "quest" itemsd may be had by killing the quest giver.. you can build faction and do the quest, or you can just kill the mob and get it as a drop.. Bow of the Huntsman comes to mind immediately.

He is listed as 35 but I dont know if this is accurate or even where he spawns. If I can get to him I will kill him.
