I believe this NPC is a Quest NPC for the ranger quest for the Silvery Blade of Thunder Quest. I believe you must have very good faction which is raised by many hours killing poachers in surefall and gnolls i believe, not sure of the faction name. This should be a male NPC, but could be female since this is what I've heard and have not actually seen her as of yet. The Silvery Blade of Thunder is an estimated of 55-60 level quest and the end weapon is Karana Ranger only 1hs item with something like 12/25 or 12/27 ratio, AC+15 and a bunch of other stats and a 200+dd proc called Thunder strike. I am currently a level 48 Ranger on the Druzzil Ro server and came across a component for the quest which is a Silvery Blade of Rot which dropped off of The Deathtrot Knight in the Plane of Hate and was told it was for this quest so I will be attempting to finish it and will post any further information that I find and a picture of him once I find him on track.
