Patrol the area near the amphitheater and watch for street fights. You'll find a fight going on at -49, -23, 136 .
Hail one of the fighters, and they'll both attack you. Kill them.
Patrol the area on the south dock. You'll find another pair of fighters at -287, -56, 113 . Hail one of them and kill them.
Return to Sergeant Daimyo and he will send you to Ambassador Brutus( -79, -37, -4 ) , also in East Freeport, to finish your citizenship. He will charge you a fee of 1g for the privilege.
