Spawns under the docks. The placeholder's respawn time is 6 minutes and Foulgill reportedly spawns 1 in 4 times.
NOTE: This mob is contested, and often farmed because of a few nice drops, so those working on Saving Soles may have to deal with some competition for this spawn. However, since GU45 his placeholder now also updates the bait for the quest.
