(sigh) alright children...instead of looking for math..and delays..and wepon types..how about usin ur noodles... Each wepon has a certin Advantage and Disadvantage.. Say you have this ( 5% ) Proc ratio. That means 5% of the time. This is an advantage of being a speed weilding scout. Scouts will hit more rapidly hitting faster and adding up more damage. 5% of their attacks though may be weak will then add a proc to them. It makes perfect sence. If you have a 2 hander you have a 5% Chance. Which is one of the draw backs to having a wepon like that. The gamage ratio on it is much higher then 2 duel wielind wepons but adding the duel's togeather they = around the same ammount..Which means that no matter what the wepon type is.. when it tells you 5% chance to proc. It means 5% dont look to far to the stars for this one kids...im sure they didnt want it to be this complicated.. lol
I can state that as a dual wielding berserker before combat changes my proc would go off every few seconds using pgt and imbued ebon spatha now with the combat changes it is less than half of what it used to be
If you have ever shot a 7sec delay bow and had poisons equipped you will see what nighthawk and anath are saying. a 25% poison goes off roughly every single bow shot (its rare that it doesnt go off). on the other side of the spectrum, 1.2sec delay dual wielders, poisons rarely go off, possibly less than 10%.
Believe what you will mondo but Anath is correct. They purposely changed how the procs worked so that 2 handed weapons would proc as much as duel wielding or 1 handed and slower weapons.
So it isn't really 5 percent per hit but 5 percent of every 3 seconds. Thats a reason bows proc alot on their hits because they are slow.
They really should change the descriptions on procs to reflect this but they never have. And if you have a bow with a 5 percent proc or something slow check how often it goes off you will be surprised that there is no advantage for fast duel wielding for procs.

Not True, the 5% is based on a 3 second attack timer, so if you have a 2 hander with a 1.5 delay your % chance to proc will be 2.5, if you have 2 daggers with 1.2 attack speed your % chance will be a little over 2% per hit.

just an FYI, proc rate isn't actualy 5%, it's just a relative number. 5% proc rate on a 2hander will go off just as often as 2 1handers even though you are hitting 4x as much.
