I have found and infiltrated The Gigglegibber Hideout. Their King confirmed that Lord Bowsprite, the leader of the Frostfell elves, is here.

Stage 1

I need to go check on Bowsprite and see if he has any clue how to unlock the cage.

Start:	I need to go speak with Bowsprite. He is incarcerated in the Gigglegibber's vault room.
Complete:	I have spoken with Bowsprite.

Start:	Lord Bowsprite suggested I speak with the King again and see if he will open the vaults for me, so I can retrieve the key to Bowsprite's cage.
Complete:	I have spoken with the King, who suggested I speak with the Schemer.

Start:	I need to speak with Snoseniffer to learn what I can do to procure the vault keys.
Complete:	I have spoken with the Gigglegibber schemer, who has offered to help me if I help him.

I have spoken with Bowsprite and he believes the key to his cage is stored in one of the Gigglegibber's vaults.

Snoseniffer suggested I help some of the other Gigglegibbers with their schemes. He thinks they might be able to help me find the vault keys.

Start:	I should speak with the Gigglegibber ballot counter and see if he needs any help.
Complete:	I have helped out the Gigglegibber ballot counter.

Start:	I should speak with the Gnomish inventor and see if I can help him.
Complete:	I have helped the Gnomish inventor.

Start:	I should talk to Imadeus Gigglegibber about the troubles he is having with his band.
Complete:	I have helped Imadeus convince the King to allow the band to practice.

Start:	I need to find the four keys needed to open the vaults.
Complete:	I have all four keys.

I have helped several of the Gigglegibbers and was able to find all four vault keys.

Now that I have all of the keys I can try to unlock the vaults.

Start:	I need to open the four vaults.
Complete:	I have opened the vaults.

I have opened all four vaults.

I should release Lord Bowsprite from his prison.

Start:	I need to let Lord Bowsprite out of the cage.
Complete:	I have released Lord Bowsprite.

Start:	I need to speak with Lord Bowsprite.
Complete:	I have spoken with Lord Bowsprite.

I have released Lord Bowsprite.

I need to speak with the Gigglegibber King to find out more information about the Gigglegibber Lord Bowsprite mentioned.

Start:	I need to speak with the Gigglegibber King again to see if he knows anything about The Grump.
Complete:	I have found out a good deal more information about The Grump.

I have spoken with the Gigglegibber King and learned some facts about a Gigglegibber named "The Grump".

I need to go back to the elves and let them know Lord Bowsprite is now freed.

Start:	I need to return to the elves.

I have freed the elf leader, Lord Bowsprite, from the enchanted cage in The Gigglegibber Hideout.

This subquest is part of The Tale of the Gigglegibber Grump and is initiated after speaking to The Gigglegibber King. You can do it once every Frostfell.

To save time on this quest you may want to be sure you have these supplies:

Speak to Lord Bowsprite. Head back down the hall and take a right at the intersection. His cage is in the back of the room. ( 233,-16,-250 )
Return to the Gigglegibber King. He suggests speaking to Snoseniffer, who is in the same room as the king.
Speak to Snoseniffer the Schemer at 201,6,-341 . Now you must complete the 4 subquests of this quest.

Gigglegibber Mayor - Speak to a Gigglegibber ballot counter in the king's room at 207,1,-334
Gigglegibber Melodies - Speak to Imadeus Gigglegibber who is near the king's throne at 173,1,-332
Making Coins - Speak to a Gigglegibber blacksmith in Lord Bowsprite's cage room at 230,-16,-229
Subterranean Underwater Vessel - Speak to a Gnomish inventor in the king's room at 208,1,-316

Once all the subquests are complete, head over the the vaults, which are near Lord Bowsprite's cage.
You will need to solve the sequences to the vaults in order to open each. From left to right:

Now that all four vaults have been opened, click on Lord Bowsprite's cage to release him.
Speak to the Lord, who mentions that he needs help with The Grump at his homeland.
Return to the Gigglegibber King and ask him about the Grump. He talks about Grimagus and gives you a book, Why the Grump Hated Frostfell.
You can leave the hideout by clicking on any of the manhole covers on the ground in the hallway.
Return to Pinchy Presentpeeler in either Qeynos Harbor or West Freeport. Speaking to her will complete this quest and update The Tale of the Gigglegibber Grump. You will also be offered the quest Removing the Grump
