Phantom Boots of the Wastes  

I pulled these boots out of an ORNATE chest in Jarsath Wastes (west) off of "WARLORD ZON'KIR" He spawned at the base of the "Blue" rock formation in
Ventril's Crown Area (spelling) near the "Howling" post drop off. I had to kill his PH 3 times to get him to spawn, took roughly 30 min until he popped.
