From the Everquest 2 player manual: "The Templar profession is ideal for those who desire to excel in a role of support by conjuring powerful restorative and protective magic to benefit allies. The Templar serves his party by mending the wounded and purging illness and suffering from the afflicted. The Templar may also use his powers to bestow temporary augmentations to his allies' defenses and attributes. As a secondary application of his divine powers, the Templar may invoke offensive powers that will hinder or harm adversaries."
As per the change of all the classes, you can directly select this class at character creation now (at least as of 2008). Versus the old system at the start of EQ2 retail release where one had to pick a general archetype then complete quests to eventually become your final subclass.
Templar's healing is mostly a reactive type of healing. This means their heals takes effect when something happens to trigger it. They do still have a few direct healing spells though.

There are also a few emergency spells that act like the above 30 second reactive healing (recipient gets heal whenever they are hit) that are instant cast but have a very long recast time. 15 minutes is the reuse timer.
