I tried and tried and tried to repair the wheel at the work bench in withering lands but could not. Finally went back to my guild hall and used the wood working table and was able to repair it no problem. The work bench did not even show any kind of receipe for repairing a wagon wheel. So, the upshot of all this, the work bench is NOT where you repair the wagon wheel, the wood working table is.

I hadtrouble locating the wheel near the loc. I had to kill a group of small bugs on the right hill in order to get it to show.
