Kain Starkson, a drunk guy sitting on some crates behind Seafarer’s Roost in East Freeport, is the starter for this quest. Once you read through, he sends you to talk to several individuals to put together a trustworthy crew.

Durog Malthese, East Freeport on the dock behind Seafarer’s Roost
Chloe Misfortune, East Freeport inside a tent at waypoint -64.37, -37.86, 12.27
Brand Narson, East Freeport fishing on the docks (past the Harbor Exchange) waypoint -301.45, -56.07, -72.78
Once you have talked to all of them, return to Kain Starkson. He offers the quest "Elmo's Fire".
