To be fair, the guy was strung out on heroin (I'm assuming?). Kinda have to assume that a guy with his normal physical capabilities wouldn't have been intimidated by a couple of young teens if he wasn't in a severely diminished capacity. So the fact that he was fumbling and off balance trying to grab the bag wasn't so shocking. I also saw this as a bit more character development for the man Bruce will become, and in that context the character's reaction was about right IMO. Remember, he'd already resigned himself to the fact that Alfred was intending to kill him. He just couldn't bring himself to do it for Alfred, hesitated, Selina realized this, and took action for him.
At some point in the future, he may not hesitate.
