Just on the most basic and "should be the easiest to understand" level it is against the First Amendment to prevent people from counter-demonstrating and/or protesting. The government can't tell you to shut up, but it also can't stop other people from telling you to shut up.

And, you know, both groups were actually legally permitted to rally in the area by either city's consent or judge's order, yadda yadda facts and details yadda.

If ifs and buts were candy and nuts.. we probably wouldn't be human. I purposefully did not use word peaceful, but it is interesting your mind went there.

Personally, and it is jus an unpopular opinion, by default when something is not forbidden, it is allowed.

You're free to bring a sign, a bat, or even a rifle (obviously if the state in question allows open carry firearms) to a demonstration or a protest. It's when you use it that the government can step in to stop you. Which sucks if, you know, you're on the other side of a riot shield.

And that's less First Amendment and more Assault With A Deadly Weapon.
