The problem isn't too much water, but too little. But you knew that, right? You carefully avoided what was mentioned, and just pointed out that it was mentioned, I can only guess out of the hope that no one would actually read the article and realize that it says the exact opposite of what you are implying.
Rising sea levels, or river levels, or any sort of water levels, whether caused by global warming or not, is not remotely related in any way to the problem mentioned in the article in question. I'm just not sure why you felt the need for the wordplay. I mean, I do get wanting to mislead others so that they might side with you on something. But why take that "side" in the first place, when your own word manipulation so clearly indicates that you know it's false? I guess I just don't get the point of that at all.
