Who is it that's going through and rating Virus up?

Then how is he getting above the filter when he's been sub-defaulted for months? There's a reason I keep my filter set to default, especially since the administrators refuse to ban him again even though he's posting DESPITE having been banned before. If the karma system is "working as intended" then I shouldn't be seeing his posts, so either he's got a ratebot, or something is not, in fact, working as intended.

Is it one person (or group of persons) doing the majority of the rating up?

Are they also responsible for certain rate downs in the asylum and in other forums?
