I'm not sure. Seeing as so many ask that question ingame , I doubt it's really known. I got lucky to have the necessary mobs up when I needed it.
Apparently, time is not an issue (oddly enough, given the history of the zone), the placeholders should be wandering skeletons, not necessarily near the area.

Here the solution:
Track "a wandering skeleton"
Kill it.
You receive a message that says something about the memory of this cruel night is still part of the bones.
Move to the Kithicor battlefield and voila the event started.
Event is over.
Track "a wandering skeleton"
rinse, repeat.
That is all. The skeletons are not right away at the battlefield.

Only pull the dark elve mobs, they do not agro the others, if you pull high elves the whole bunch will be after you.
