Anything in Tier 1 can drop the recipe book for Cochineal Ink. My best suggestion is to try the ^^ Oakmyst Spiders in the Oakmyst Forest. This is where I got all of my advanced recipe books in Tier 1. The book you are looking for is called Artisan Components Volumes 5 & 6. Also, you might want to get Artisan Refining Volume 4. This has the recipe for Dinoid Reagent, which is the primary component of Cochineal Dye, which in turn is the primary component for Cochineal Ink. Now that you have your question answered, let me give you a word of advice...

DON'T DO IT!!!

It is a complete waste of time advancing your Tier I (and even II) combart arts to Adept III. Go for Apprentice IV or Adept I. You will soon get skills to replace the ones you have that, even at Apprentice I, will be better than an Adept III version. But, to each his own.

While this is true for almost all Tier I, I would beg to differ for many tier IIs. Maybe this is different now, that supposedly you level faster (just came back after a 10 month retirement), but before, an Adept III Tier II skill can GREATLY speed up the leveling from 11 to 20, and beyond. I got Adept III Soothing Sermon as soon as I got the skill on my first character (which was last November. This may not be as effective due to the new update, which nerfs some buff stacking), and I could cast Soothing Ad3, and not have to TOUCH a single heal while it was on, since even a heavy teaming would not hurt the group. This eliminated down time, and freed me up to do direct damage skills, which dropped the mobs even faster. It was infinetly useful, and it stayed useful well into the early to mid-20s.

With the swelling cost of tier III+ Adept III rares, upgrading a spell in a lower tier may be of more worth (ie. It may be more valueble to upgrade 3 tier 2 skills for 30g total, rather than 1 tier 3 for 40g). Just my opinion!
