This quest is initiated by examining a section of the Wall of Taros, north of the road between Crossroads and Nektolus, kinda due west from Lucan's Mount at 131.46, -42.4, -834.61 .

You find a rolled up note. Reading the note gives a quest to kill 25 Bloodskull Warriors.

The reward is coin and experience.

I found a discarded decree from the Overlord that some coward must have hidden, obviously too scared to do his duty. I shall carry out this task myself, and slay the Bloodskull warriors in the Commonlands.

The Overlord's decree says to destroy the Bloodskull warriors, so it shall be done.
