I don't know if Shivo is still there, but the "mysterious arcane rod" is still dropping. I found the quest starter for sale on the Freeport broker to day. Don't know off what it drops.

Shivo kept changing from 10 to 11 and back because mygroup kept retreating, he attacked in a group of 6 to 7 can't remember exactly.

He drops this and when you examine it...

It appears to be a non descript rod of light metal. There are a few strange markings etched into it.
