This is the quest to form a guild. Here's what you need to do:

Speak to Royal Accountant Fowler in Qeynos Harbor to initiate the quest.
Five Other Citizens of Qeynos must join your group. They may not be a member of an established guild.
Have a processing fee of 60 sp.
Speak to Royal Accountant Fowler again to form the guild.

Royal Accountant Fowler of Qeynos Harbor explained to me the prerequisites for starting an official guild:1. Five other citizens must accompany me and as well pledge their loyalty to the guild.2. Neither myself nor any of my companions may already be a member of an established guild.3. A processing fee of 60 silver pieces must be included with our application.

Stage 1

I need to speak to Royal Accountant Fowler in Qeynos Harbor when I am ready to form a guild.

Start:	I need to form a guild.
Complete:	I formed a guild.

I spoke to Royal Accountant Fowler and formed my guild.

Accompanied by a handful of acquaintances, I returned to Royal Accountant Fowler and officially established our small fellowship into a guild.
