Nope, still won't talk to me. I'm a Qeynos citizen, and I tried both with invis (Totem of the Cameleon) and without, and neither way will he talk to me.

The invisibility bug seems to have been fixed by SOE. I always get the message "you cannot hail a target that cannot see you". So, currently, this quest is once more impossible to finish if you're a Qeynos citizen.

Yes. G'Zule will speak to you if you are stealthed in some fasion (personal stealth, group stealth, invis, etc.). Same with most FP merchants, broker, and NPCs.
