This quest is given by Consternator Soulinus after you complete the Dismal Tidings quest. It is an easy scouting mission.

All that you need to do is head to the entrance of the Wailing Caves in the Commonlands (-222, -46, -911) and then return to Consternator Soulinus for your reward.
