I don't know which but either this location is wrong or the quest is bugged. I must've run over that spot 14 times without ever seeing him.

To earn esteem with the city of Freeport, Gol M'Tun has given me a bounty to execute. I must kill a Kerran named Mooboya Tailtwister in the Kerran Village in the Commonlands. Mooboya is a known troublemaker, reported to be the cause of several supply robberies in the Commonlands.

I need to execute the bounty on Mooboya Tailtwister in the Kerran Village in the Commonlands.
