This quest has you run from one end of Neriak to the other making you visit all the guild houses and the tradeskill area. To start this quest, speak with Divton T'Szelyl at 40,18,-25 in Indigo Hollow, just inside the gates from Darklight Wood.

Originally this quest gave access to the Neriak teleporters. They are now publicly accessible, so you can use the teleporters to collect your signatures.

He sends you to collect signatures from the following shop owners:

Jhultyrr D'Vethiurden ( -60,16,400 ) - Seloxia Stronghold, at the south end of the Dockside Markets.
Tarven J'Oussana ( -156,3,241 ) - Inside Down Under.
Quilafein H'Tyhaduis ( -280,26,220 ) - At the Spires of Innoruuk.
Zezaghar D'Arkenth ( -690,18,245 ) - In the Library of K'Lorn, off the eastern side of Cristanos Plaza.
Kelryne V'Ziath ( -481,67,100 ) - 4th floor of Hall of the Ebon Mask, northwest corner of Cristanos Plaza.
Chalthara V'Zeraep ( -599,27,-47 ) - In Death Grotto, before the bridge to the Darklight Palace on the right.

I met a member of the Dark Bargainers named Divton T'Szelyl who has agreed to pay me if I run an errand for him. It has been revealed that the Dark Bargainers often buy out their competition in order to maintain financial dominance in Neriak. I am to acquire the signatures of several small business owners thus completing the sale of their respective businesses.Jhultyrr D'Vethiurden was last seen delivering a shipment of swords to the Seloxia Stronghold in Neriak Second Gate.Tarven J'Oussana was last seen in a tavern located in the Neriak Down Under.Zezaghar D'Arkenth was last seen dropping off a shipment of parchment at Library of K'Lorn.Quilafein H'Tyhaduis may be found near the Spires of Innoruuk.Kelryne V'Ziath is thought to be hiding inside the Hall of the Ebon Mask.Chalthara V'Zeraep was supposed to deliver a shipment of candles to the Darklight Palace today.

Stage 1

I need to collect the signatures of several Neriak commoners who have agreed to sell their respective businesses to the Dark Bargainers.

Start:	I need the signature of Jhultyrr D'Vethiurden.
Complete:	I have acquired Jhultyrr's signature.

Start:	I need the signature of Tarven J'Oussana.
Complete:	I have acquired Tarven's signature.

Start:	I need the signature of Zezaghar D'Arkenth.
Complete:	I have acquired Zezaghar's signature.

Start:	I need the signature of Quilafein H'Tyhaduis.
Complete:	I have acquired Quilafein's signature.

Start:	I need the signature of Kelryne V'Ziath.
Complete:	I have acquired Kelryne's signature.

Start:	I need the signature of Chalthara V'Zeraep.
Complete:	I have acquired Chalthara's signature.

I have acquired all the commoner's signatures.

Stage 2

Now that I've collected all the signatures for Divton, I should return to the Indigo Hollow and deliver the contracts back to him.

Start:	I need to return the completed paperwork to Divton T'Szelyl.
Complete:	I returned the completed paperwork to Divton T'Szelyl.

I returned all the completed paperwork to Divton.

The deed is done! I acquired all the signatures from the commoners and delivered them to Divton T'Szelyl. As we agreed, he paid me generously.

The text says the first person in at the North end - Seloxia Stronghold is to the SOUTH.

Divton T'Szelyl (40,18,-25) (Quest Starter) To the right just inside the gates from Darklight Woods (1st island)
Jhultryrr D'Vethiurden ( -60,16,400) - Seloxia Stronghold (2nd island southern tip)
Tarven J'Oussana ( -156,3,241) - Down Below (2nd island western side)
Quilafein H'Tyhaduis ( -280,26,220) - Spires of Innoruuk (3rd island)
Zezaghar D'Arkenth ( -690,18,245) - Library of K'Lorn (4th island eastern tip)
Kelryne V'Ziath ( -481,67,100) - Ebon Mask - 4th floor (4th island northwestern tip)
Chalthara V'Zeraep ( -600,27,47) - Before the bridge to the Darklight Palace on the right (5th island)

After you turn in the quest you gain access to the teleporters located on each of the islands of Neriak.

Well just trying to get Kelryne V'Ziath to sign but dont see her at all. I asked the guards where she is and I am in the Ebon Mask building. The only problem, she is supposed to be there but about 70 feet higher. Any secret doors or things I missed?

Never mind I finally found the stairs to the right after the desk. The column was in the way and I could not see the difference since the wall seemed full. Guess that is my noobie mistake of the day lol.
