If you right-click on Rashad, you first can only attack him. To solve this problem just type "h" (for hail) once you have targeted him and it works further

He sends you up to the deserts to seek out Rashad, who has a new series of quests for you. He is found along the zone wall in the Sinking Sands, out towards the Orc Highway at -884, -105, -182 . This will open up The Search Begins quest.

Ghassan has sent me to help an associate of his named Rashad. Apparently he can be found along the foot of the cliffs somewhere near the path above the Oasis of Marr.
