This quest is required by any player who wishes to run city tasks for the Freeport Militia (guild required). You are given this quest when you speak to Liege Helvanica after doing the Report to Liege Helvanica quest.

You must report to Baron Zafimus in the Freeport Militia Building (+156, 0.65, +230). After completing this quest you can return to Baron Zafimus at any time to be given city tasks.
