After you complete the "Dog Day Reconnaissance" quest, Waynil Garwater asks you to perform another task for him. He requires you to kill 4 Grikbar battlers, 4 Grikbar Scamps and 4 Grikbar Warriors.

When you complete this he offers you the "Steam-Powered Spies" quest.
