Quest seems to be repeatable to a degree.
I got the quest a while ago, then I did it, turned it in and got it a second time right after that. I didn't get it third time though, so I reckon there's a timer starting when you get the quest.

The entrance to the residence is actually at -142, +139, +132.

Once inside, there are three rooms. The room you enter into has two solo pulls. There is a room to your right with two sets of pulls (one two and one three). The room straight in front of you has two sets of two mobs and the named.

As a solo 51 templar with regular armor, I was able to handle all the groups using HOs.

The reward is coins. DO NOT select the coins for the group that you are trying to increase your faction with! Pick one of the other two group coins!

This quest is one of many given by a Tears grifter in Maj'Dul.

You must first head to a Maj'Dul residence, such as the one at -141, 139, 132 . Inside are a number of solo dervish thugs and a Maj'Dul aristocrat (non-attackable). After you kill all the thugs, the aristocrat will become attackable. Kill her and head back to the Tears grifter.

The reward is 7 coins from the court of your choice. These can be turned in to opposing court consul's inside The Tower of the Moon for faction.

It would seem I am to deliver a message to a rival group in the city. I am sure they won't be happy to see me considering whose interests I represent.

Stage 1

It seems I need to find this new gang and deliver them a message, physically if they don't want to hear the verbal one.

Start:	I'll need to let all of these upstarts know how things work in this city.
Complete:	As I suspected, they didn't want to listen.

Listen or no, I doubt they will forget the message I gave them anytime soon.

Stage 2

I should let the grifter know these upstarts won't be a problem any longer.

Start:	I need to return to Maj'Dul and speak with a Tears grifter.
Complete:	I have spoken to a Tears grifter and received my promised payment.

After completing the job the Tears grifter gave me I have returned and received my promised payment.

After delivering the message I received my payment as promised.
