Talk to Ahnjun Sprywing after you complete the quest Serving the Land and he will ask to to find Chirok Starwhisper for him.

Take the cloud to object:The Prisoner's Isle. Head SW going round isle anti-clockwise.
This can be done solo with invis if you dodge the heroic see invis and kill the solo (or dodge).

You'll find Chirok Starwhisper at ( 617, -109, 75 ) . Hail him to update the quest.

Now you need to kill the solo Blacktalon guard for the key, auto updating.

Once you get key, return to Chirok and hail him again to release him.

Now return to Ahnjun on the Isle of Desolation to complete the quest and open up the next quest, Harun Clearsky of the Hooluk High Guard.
