Being a qeynos aligned character I just talked to Jojo. He's sitting next to the zone in to the Freeport Sewers (easy to reach). The tricky part is that Captain Norian is walking by very close while patroling through the zone. But I managed to talk to Jojo on my second attempt.

Anybody know if this can be done by a Qeynos aligned character? - the previous ones can - but it's a chore getting into Stonestair the hard way if Jojo won't speak to me.

This quest is given by Ferink in the Commonlands ( -299, -47, 56 ) after you complete the Can't We All Just get Along quest.

You must speak with Jojo Karanja at Seafarer's Roost in East Freeport. Then speak with Riki in the Commonlands (at the Ratonga Village near Ferink).

After this return to Ferink for your reward and to open up the A Hard Man to Please quest.
