Looks like this quest is either one person or the other. Doesn't seem to affect any faction though, my guess just different rewards.
Even though Vulis gives the key back, the Glademaster doesn't take it from you.

I have the key to Deathfist Citadel. I am pondering giving it to Captain Vulis.
This quest starts when you speak to Captain Vulis after completing Operation Green Hood, and completes automatically when you press Accept. It flows through your journal but does not have any steps except accepting the quest.
You do have another option... you could Give the key to the Glademaster.
