In order to use the ship bell to The Isle of Mara, you must complete a short access quest.
This quest is started by talking to Quint Cerlius M.E. on the Thundering Steppes docks at -573,-15,-498 . He will not speak to you until you examine the crates next to him. Examine the crates and choose "Look at the Symbols". You can now hail Quint to begin the quest.
Quint accuses you of trying to steal his goods and demands you reclaim his cargo ship to prove your innocence. He sends you to The Feerrott.
The first update is a small rowboat on the shoreline, at 69,-7,-109 .
Quint Cerlius, a merchant examiner for the Far Seas Trading Company, has somewhat forced me into service. If I do not find and reclaim a cargo ship called the Far Pelican, I will not be able to prove my innocence in the theft of Far Seas goods.
I need to go to the Feerrott. Quint Cerlius seems to think I will find a lead concerning the location of the Far Pelican along the shores.
I need to travel to the Feerrott and find leads upon the shoreline.

I have defeated the Pirates of Gunthak that seized the Far Pelican. I also freed the true captain of this vessel.
Having freed Captain Bobick from the Pirates of Gunthak aboard his ship, I should now speak to him.

I have learned about the isolated isle of Mara.
I have learned of a place called Mara, a secret isle beyond the Gulf of Gunthak. Captain Bobick will allow me safe passage to Mara anytime I wish.
Quint Cerlius has dropped all accusations against me for the raiding of Far Seas Trading Company cargo ships. I had to rescue the ship, the Far Pelican, from the Pirates of Gunthak. As a reward, the captain of the ship promised me safe journey to and from the isolated isle called Mara. I just need to ring the special mariner's bell like the ones in Nektulos Forest and the Thundering Steppes.
