Speak to Darion at 580, -9, 180 on the second floor of the Sovereign House of Qeynos in South Qeynos, Qeynos Capitol District to begin this quest.

Gather 30 pieces of garbage in Antonica. The piles are found in just outside the city gates along the paths.
Buy a donation receipt for 1g from Friar Montego near the Temple of Life in North Qeynos, Qeynos Capitol District at 450, -20, -242 .
Return to Darion in South Qeynos.

I've wanted to become a citizen of Qeynos for so long, it's almost like a dream. My dream will soon be a reality, provided I can live up to the standards set forth for community service and selflessness.

Stage 1

My first assignment from Vishra requires time spent in community service. First, I must clean the roads in Antonica of debris. Then, I will need to visit Friar Montego in Nettleville.

Start:	I need to clean up garbage along the Antonican Highway.
Complete:	I've cleaned up around Antonica.

Start:	I need to donate to the Queen's favorite charity, the Nettleville Restoration Project.
Complete:	I've donated to the cause.

I've completed the community service requirement for citizenship.

Stage 2

I should return to Vishra in the Mage Tower of South Qeynos.

Start:	I'm sure Vishra will be pleased with my progress.
Complete:	I spoke with Vishra.

I've spoken with Vishra.

My journey is complete -- I've met the requirements to become a citizen of Qeynos. In many ways, though, my real journey has just begun. The fulfillment of my dream has opened a whole new world for me to explore.
