NPC no longer gives quests just dialogue.
Probably discontinued after 2007 EQ2 quest revisions.

This quest can no longer be started in game.This is a simple delivery quest.
Weaponsmith Lucilla Quietus in South Freeport (+43.11, -12.09, +209.92) will ask you to deliver a message to Merchant Valary at the Crossroads in Commonlands. Just head west out of town and follow the road to reach the Crossroads.
