Just finished this one and there was a bit more too it. 1) I killed the Diplomat and his group at 532, -120 -660. 2) I moved down the road and killed the Giants at 1059, -108, 830 (they didn't appear at first, went invisible and moved up into the raptor nests then when I came back to the road they were there). 3) went back to the barricade group at 513, -107, -836 and killed all at the camp, manipulated bodies. 4) down the road to giants I killed earlier - they were gone and would not respawn. 5) I went back to camp 513, -107, -836 and killed them again, plus witnesses that were close. On way back to giants, the goblin diplomat had respawned with his group, killed them again. 6) Back to giants. Not there! Went invisible and run up into rapter nests, then back to road and there they were. Manipulated bodies. 7) Had to go back to camp 513, -107, -836 and kill them again! Finally got update to go see Captain Sterling.

The goblins at the barricade were the toughest to solo. The ones you want are at a hut just east of the barricade. You only need the south hut group. Unfortunately they are very sociable. I killed one at a time and then ran. I had to kill some from each hut until I managed to just pull 3 from the south hut. They do not respawn unless you get all of them. The barricade goblins are useless. You will need to inspect the corpses until you find the one that gives you the update. I only died 4 times as a lvl 62 Ranger.

giant diplomat corpses: after killing them... if you leave and come back, they will auto reset on the ground in the right spot for you to inspect them/arrange. (spot being the place your triggered their original autospawn)

for the barricade, you have to hit the EXACT mark in the write up, 4 'sandscrawler' defenders will auto spawn and attack you... after killing them, 'goblin corpses' will be beside and behind the barricade... right click to inspect/arrange... and you're done.

Easily soloed by a 55 conjuror. The Goblin group was a level 55 with 1 1-down-arrow and 3 2-down-arrow goblins. The Kromtorr group was level 55 with 3 2-down-arrow giants.

The order of steps is a bit wrong.

1) Kill the Sandcrawler Diplomat.
2) Kill the Kromtorr Dipomat. Some giant corpses will then spawn nearby. I had to kill the whole Diplomat group for the corpses to spawn (even though the Diplomat alone gives the update)
3) Manipulate the corpses to frame the goblins.
4) Attack the goblin barricade. The largest group of goblins updated for me. Try bodypulling the smaller groups around there as they are VERY social. Bodypulling will prevent adds. Goblin corpses will spawn after the update.
5) Manipulate the corpses to frame the giants.
6) Return to Captain Sterling.

Experience reward is neglectable. At 54 it was around one third of a percent.

Fixed in today's patch. Finished it. Reward 12g and change at lvl 60. No further quest so far, can't find anything to progress it further.

I destroyed the goblins at the baricade, and some corpses auto popped on the location. I didn't think to examine them and see if you can interact with them. I can't seem to find a way to frame the sandcrawlers after this though...
