Shipping Coordinator Hando will give you some Location Buoys to attach to the missing boxes.

Swim under water at the end of the docks and look for the crates on the sea floor. Examine them (right click) and attach a buoy to each one. When you surface from the water, you'll notice that barrels now appear to be floating in the water. These are the buoys.

Return to Shipping Coordinator Hando to tell him the buoys are in place. He will send you to Burk Stoneshatter with the missing shipment.

This quest leads to the Visiting a Friend quest.

The Shipping Coordinator believes that the missing shipment is in the water. He has asked that I help by attaching a location buoy to each of the three crates that is now under water. After I attach the buoys, the Shipping Coordinator will work on getting the shipments back on dry land.

Stage 1

I need to attach a location buoy to each of the three lost boxes in the water.

I have recovered Burk's package, along with other portions of the missing shipment, from the water.

Start:	I need to tell the Shipping Coordinator that everything is hooked up.
Complete:	I have spoken with the Shipping Coordinator.

Start:	I need to give Burk his package.
Complete:	I have given Burk his package.

I have given Burk his package.

I helped the Shipping Coordinator take care of the sunk cargo. I also found Burk's shipment and got it to him.
