Watchman Plarg asks you to get him a soil sample. You are given Geobot IX in your inventory to do the work for you. Go to Anchorite Geyser ( -841.90, 129.86, 577.58 ) . Right-click on Geobot IX and select USE for your update.

Return to Watchman Plarg for your reward. This opens up the "Finding Fulgation" Quest.
