The starter still drops, I got it from a toad.

and there are at least 3 more drop quests not submitted on this site. I use the german client, so i can't give the english names, but they drop often from all critters near the sift dashers.
The starter's names are approximately Final Announcment, Sewer Memorandum, Caution Message, but no guarantee =)

This quest is initiated by examining the item "Pet Report". This item is dropped on monsters in The Serpent Sewer (sift dashers confirmed).
You must slay 10 Sift Dashers in The Serpent Sewer. These are level 15-17 ^ group mobs. They are found near -231, -21, +116.
