This quest is initiated by examining the item of the same name. This item is occasionally given as a reward for examining a Scrying Stone inside of the lights in that randomly appear in Everfrost (and other zones).

Once you examine this item you will have 5 minutes to kill 5 Bixie type mobs. The only place you'll be able to find that many bixies is in the Tower of the Drafling. This is an access quest zone. (see related quests)
