This quest is given by Merchant Skagga after you have completed the Skagga's Signs quest.

Skagga needs a Large Swath of Zombie Skin. This is easy to obtain in The Graveyard, but it is a rare drop. If you are higher level you can also obtain these in the Fallen Gate.

Bring one to her for your choice of rewards.
