Since you can't learn languages on PVP servers I don't think you can do this quest. I'm lvl 24 and got it, but am not progressing at all : On Vox

I don't play PvP but it's not a player-race language. Since the drop that initiates the quest is the same thing that advances the quest (keep examining them) I'd think you'd be able to do it.

The largest concentration of Shadowed Men I could find were around The Obelisk of Lost Souls entrance in Nek Forest. 5 or 6 groups, some with pets and some groups of 3 and 4 Shadowed Men.

There are Shadowed Rift Watchers in Antonica, Commonlands, Thundering Steppes, and Nektulos. They are either in groups of two, or are in groups with Shadowed Servitors. But they do not drop any Transference Directives. I don't think they even technically count as Shadowed Men, since they didn't update for the Lore and Legend.

Wether or not it is name specific, Higher lvl. shadowedmen by different names can also be found in north-east antonica and also in the commonlands to the south west by reviving tent. The shadowedmen in both zones range around lvl 35 and are accompanied by additional support. I think it�s Highway Men in Antonica and Lions in Commonlands.

I just received this quest off a shadowed man in Nek Forest at level 31. Apparantly they reduced the level requirement.

You have to be lvl 36 to get this quest.
