If you want to do city tasks for the Academy of Arcane Science you will need to do this short delivery quest after completing hte Report to Archivist Jindlefog quest (see related quests). City tasks are only for players who are in guilds and reward you with status points.

Archivist Jindlefog (+10, -38, -119), who is downstairs in the Academy of Arcane Science will send you to report to Paragon Jalex, who is upstairs at the Academy of Arcane Science (+2.87, +7.3, -110). Go backup the elevator and then ride the one beside it, which leads up and speak to him.

After completing this quest you can return to Paragon Jalex at any time to receive city tasks.
