You want the chest on Gorowyn Beach in the camp at 2549, 11, 746 . Search it and return to Sha`ki.

Primary Sha'Ki would like more information about what the Blackshield Smugglers' plans are. At the northwestern end of the beach there are a number of Blackshield Smuggler encampments where Sha'Ki believes I may be able to find an updated copy of their orders.
