The quest is still working. If you have the note, open the quest, and loot the stuff, the NPC is back again at the dock location.
There was indeed a time she was not there

Just did this quest on 2/23 and I was able to turn the quest in. Leelee was at the docks.

I petitioned a GM and asked about Leelee. I was told she has been deleted from the game and to delete the quests. There was no explaination why just the usual apologies.

Hermitone is right. I have two Component quests that I need to turn in and have been looking for the NPC for days. No luck. The quest has either been removed or it's broken or the NPC has moved. Help!!

I don't know if the quest continues or if its been changed, but the fire salt note now asks for fire salt from the Vallon miners, which can be found by the Deathfist Mine, you get three salts and then turn them in... the quest never mentioned dust adders...

Zone is not Sinking Sands, but Zek for both drop and mobs to finish quest.

This is one of a new bunch of quests from drops (pages of an alchemist's book that Brewbubble mentions). I had "Alchemists Component: B-32" and two other components as well.
